2023年2月21日にオーストラリアの卒業ビザのルールが一部更新され、対象の学位は2年延長されることになりました。
今回はその変更について、各学位の卒業ビザ期間と、対象のコース（分野）についてご紹介します。

オーストラリアの卒業生ビザとは？
卒業生ビザとはTemporary Graduate Visa (Subclass 485)のことで、オーストラリアの学校を卒業し、指定された職業に関するスキルや資格を持つ留学生に与えられます。
卒業ビザを取得すると、ビザの期間内は自由に現地で滞在・就労・就学できます。しかし就労や就学は義務ではないため、取得してからオーストラリア国内を旅したり、何もせずにのんびり暮らすことも出来るという、とても自由度の高いビザです。
卒業ビザを取得したほとんどの人が選ぶのは、現地就労という道。
日本に帰国する前に現地で経験を得たい人や、永住権やビジネスビザを狙っている人にとって、卒業ビザによって与えられる期間はとても重要です。
その期間で就業経験を積めるか、スポンサーになってくれる会社を見つけられるかが大きな分岐点となります。
卒業ビザはオーストラリア移住を達成する為のビザとも言えるでしょう。

延長後の卒業ビザ期間
今回の変更によると、対象のコースとなるのは不足している職業に関連したコースの学士、修士と、すべての博士です。
それぞれ、元々の期間から2年ずつ追加されるため、合計の学生ビザ期間は以下の通りとなります。
不足している職業のコースのみ

Regional Areaで卒業した場合
政府の公式発表には以下のようにあります。
Existing settings for regional and remote Australia will also be maintained, and where relevant, will be eligible for the additional two years.
Addressing skills shortages in key industries and rebuilding the international education sector
つまり、これまでにあった地方（Regional Area）を卒業した学生への卒業ビザ延長制度もそのまま存続するということです。
オーストラリア政府によって地方のエリアはレベル分けされており、そのレベルによって1-2年の卒業ビザの延長がされます。
そのため、例えば不足している職業の修士コースを地方で卒業した場合は、5年+2年 = 計7年の卒業ビザが取得できる可能性があるということになります。
※この地方で得られる卒業ビザはSecond Post-Study Work streamと呼ばれるもので、地方で卒業し、卒業ビザを得てからもその地方で滞在することが条件となります。
変更が適用される人
以下の条件を全て満たす人に今回の変更が適用されます。
・Temporary Graduate visa (subclass 485)のPost-Study Work streamの条件をすべて満たしていること。
・対象となるコースを卒業したこと
・以下のいずれかに当てはまる人
ー2023年7月1日時点でTemporary Graduate visa (Post-Study Work stream)を保有している
ー2023年7月1日までにTemporary Graduate visa (Post-Study Work stream)の申請をしている
ー2023年7月1日以降にTemporary Graduate visa（Post-Study Work stream）の申請をした
※2023年7月1日より前にTemporary Graduateビザ（Post-Study Workストリーム）が期限切れになっている場合でも、対象の資格を持っている場合はビザ延長の申請が可能です。
ただし、この場合は、Temporary Graduateビザ（サブクラス485）が与えられるのではなく、代わりに2年間のTemporary Activity Australian Government Endorsed Events（COVID-19 Pandemic Event）ビザ（サブクラス408）が付与されます。
また、以下の条件を満たす場合も、2年間のTemporary Activity Australian Government Endorsed Events（COVID-19 Pandemic event）ビザ（サブクラス408）が取得できます：
・2021年12月15日以前にTemporary Graduateビザ（Post-Study Workストリーム）が付与されていること
・ビザが2020年2月1日以降に有効となったこと
・2020年2月1日から2021年12月15日までの間、ビザが有効な期間中ずっとオーストラリアに滞在していたこと
・対象の資格を持っていること
対象となる学士と修士のコース
対象となる学士と修士のコースは、オーストラリア国内で特に不足している職業となります。
具体的なコースのCRICOS course codesは2023年7月1日より前に発表される見込みですが、今回はコースの要約リストが発表されました。
